Foreign characters fix

The database was filtered for certain foreign characters that were causing javascript errors in IE6 but not in Firefox or Safari. The root cause of this problem is improperly formatted characters used within the title tags of various web pages. Linkatopia's updated conversion function should eliminate most of these issues.

Maybe one day in the future, everyone will use UTF-8 encoding. *sigh*
